Start by identifying the document
Open the first two pages and the last one. Almost every PDF announces what it is.
- A journal name, volume and page numbers at the top? It is a journal article that happens to be in PDF.
- A department or agency logo and a title page? A report or government publication.
- An ISBN, a publisher and a copyright page? A book or a book chapter.
- Slide numbers, a module code, a lecturer’s name? Lecture material.
- A company name and a financial year? An annual report.
Then use the pattern for that type and add where you found it. The PDF part barely matters.
A report

A government publication
The department is the author. Do not put “gov.ie” in the author position, it is a website, not a body.

A report with a number
Series and report numbers go after the title. They help the reader find the exact document among dozens with similar names.

Lecture slides or module notes
Check your handbook first. Some courses do not want you citing lectures at all, on the grounds that you should go to the sources the lecturer used.

A link behind a login is fine, because your marker has the same access. For anyone else it is a dead end, which is part of why lecturers prefer you to cite published work.
A company annual report

A standard or guideline

When to write [PDF]
Rarely. A format note earns its place when the same document exists in several forms and the version matters, or when your handbook asks for one. Put it in square brackets after the title, unitalicised: Title of document [PDF]. Most of the time the URL already tells the reader it is a file.
Page numbers
Quote the number printed on the page, not the one your PDF reader shows. A report with a cover and three pages of front matter will be out by four, and your marker checking the quote will be looking at the printed number.
If the document truly has no page numbers, cite the section heading instead: (Department of Health, 2026, Chapter 3).
